I visited the police department in Manila to confirm that photography in Greenbelt was permitted. The police chuckled, of course. But every private security guard in Greenbelt stopped me, on public walkways, and demanded "no photos". My Mom complained to the department of tourism, demanding to know why it was forbidden to photograph the best-looking part of Manila. Two years later, in 2007, I still had the same problem. The police tell me it's fine, but these guys will demand you stop.
