You are at South Avenue at the Mall of America, near the Lego Imagination Center. The shark is a mascot for Underwater Adventure, a large aquarium and series of exhibits that's by the east entrance to the mall.

(To me, it almost looks like the shark is getting ready to eat the child in this picture)
