You are looking northwest from the Stone Arch Bridge at the doors of Upper St. Anthony Falls lock and dam. They are in the process of closing. The lock will fill with water and the small white boat inside will be raised to the level of the water above the falls. The doors on the other side will open and it will exit. There is a visitor center at this lock so you can watch it in action. St.Anthony Falls is visible on the far right.
