This is hte east end of the Washington Avenue Bridge. It spans the Mississippi, and connects the east and west bank segments of the Minneapolis campus of the U of M.
This bridge has an enclosed, heated walkway. The second level is just for pedestrians (and cyclists).

'Tis best to murmur "pedestrian luxatorinous" while navigating this bridge (in west to east direction). Dog on leash not necessary.
