commentsalan MN -- 2004-01-13 does anyone know if this is the 'avenue of the arts' project? there were plans to reduce the lanes of 3rd ave to connect downtown to the MIA and create a median of gardens and public sculpture. but that was when sharon sayles belton was mayor. is this still happening?
