You are looking down at Minnehaha Creek from a staircase that leads up to Minnehaha Parkway. This is somewhere near Emerson Avenue South, and you are looking south or southwest.
The creek is covered by snow, but runs from right to left above center frame. The footprints below the stairs lead to a footbridge that crosses the creek. There is a walking path along the creek, which crosses from one side to the other at the footbridge.
